Blackwatch holds a single-award Indefinite Delivery / Indefinite Quantity contract, HQ072723D0002, to provide Manufacturing Sustainment and Engineering Support (MSES) to the Defense Microelectronics Activity. The ordering period runs 23 August 2023 through 22 August 2028.
The vehicle supports DMEA’s Advanced Reconfigurable Manufacturing for Semiconductors (ARMS) foundry and Integrated Circuits Manufacturing Support Labs—facilities that develop advanced semiconductor solutions, resolve obsolescence, add capability, and keep microelectronics available for U.S. Government systems. Task orders cover manufacturing sustainment, engineering, facility operations, and related technical services.

Sustainment and engineering support for DMEA’s unique semiconductor manufacturing capability, including ARMS.
Obsolescence and DMSMS
Keep legacy and radiation-hardened parts in production so fielded weapon systems are not one failed chip away from stand-down.

Complement to the P3
MSES is the contractual engine alongside Blackwatch’s five-year DMEA Public-Private Partnership for high-voltage semiconductor production.
