The Defense Microelectronics Activity (DMEA) and Blackwatch International formed a five-year Public-Private Partnership (P3), announced in October 2025, to boost domestic production of defense-specific high-voltage semiconductors. The P3 supports DMEA’s mission to sustain and modernize weapon systems, strengthen the U.S. industrial base, and close critical supply-chain gaps.
The partnership builds on Blackwatch’s longstanding work with DMEA, including manufacturing sustainment and engineering support for the Advanced Reconfigurable Manufacturing for Semiconductors (ARMS) foundry and Integrated Circuits Manufacturing Support Labs. Together, DMEA and Blackwatch expand production capacity so specialized microelectronics remain available for DoW and FedCiv missions.

Trusted supply chain
The partnership addresses access and trust challenges in the microelectronics supply chain so DoW and FedCiv programs can field parts that are technically appropriate, timely, and domestically sourced.
